三 | 买到一套腰线层的房子胡先生说，2023年2月他在不知情的前提下，以正常价格购入建发缦和云府小区一套腰线层的房子。直到2024年5月，胡先生从全屋定制装修公司人员处得知他的房子是腰线层，阳台玻璃底部有一段几十厘米的反坎。窗户下方有一段反坎。

四 | 网友供图“腰线层有渗水风险，而且也影响采光和视野，当时购房合同里没有写明，销售人员也没有提前说明。”胡先生告诉记者，如今楼盘正在交付阶段，但是他拒绝交付，提出了退房并赔偿损失的诉求。据了解，腰线是建筑物为了美观、抗震等原因，在外立面采用的一种横向分隔方式。腰线房通常位于建筑物的中部，有时也会在高层出现。腰线层是房屋安全中的不利因素吗？记者搜寻了相关法律规定，但并未找到相应内容。不过网上有很多关于腰线层房屋的说法，比如影响采光，由于腰线墙体设计凸出较多，会令该层住宅的阳台、窗台边有厚厚的一层墙体。另外还可能存在渗水情况，由于雨水长期积累容易渗入墙壁，使墙体发生霉变。好处是，腰线层房子的保温性比其他楼层要好一些。记者咨询了一名装潢行业的专业人士，他告诉记者，影响采光和渗水的因素较多，还得看具体楼层、角度朝向、建材是否偷工减料等情况。如果反坎在窗户上沿会影响采光，如果反坎在底部则影响不大。相关部门给出答复为此，记者联系了该楼盘开发商宁波兆信房地产有限公司，客关部相关工作人员解释称，胡先生购买的房屋位置确为腰线层，当时在楼房沙盘上有显示，该楼层下方外立面材料和上方材料不同，系为了建筑外型美观而设计了腰线，除了阳台玻璃下方反坎高了约30厘米外，并无其他影响。对于该类非标准户型的情况，已在业主签订购房合同前，在签约告知书上有说明。记者还联系了鄞州区住建局，相关工作人员解释称，腰线层房屋在质量方面并不存在特殊问题。

五 | 另外，该户属于非标准户型，其阳台反坎高度约45厘米，比标准层高约30厘米，已在签约告知书中有明确表述，业主也已签署。消费者能要求退房吗？胡先生到底能不能退房？记者又咨询了法律人士，国浩律师宁波事务所陆忠飞律师表示，除非房屋质量出现重大问题，才能退房。
